Manipur Ends Nearly Year-Long President’s Rule — New Inclusive Government Takes Oath

In a major political development, President’s Rule in Manipur has been officially lifted, bringing constitutional governance back to the state after nearly 12 months under central administration.

The Ministry of Home Affairs released a notification on February 4, stating that President Droupadi Murmu has revoked the proclamation under Article 356 of the Constitution, which had placed Manipur under direct rule from the Centre since February 13, 2025. The decision takes effect immediately, restoring democratic governance in the northeastern state.

A Fresh Start With an Elected Government

Hours after the revocation, Yumnam Khemchand Singh of the Bharatiya Janata Party (BJP) was administered the oath of office as Chief Minister of Manipur at a ceremony in Imphal. This marks the restoration of an elected government after a long spell of rule by the Governor and the Centre.

The new government immediately emphasized peace, development and community harmony as top priorities for its agenda.

Leadership That Reflects Diversity

In a notable effort to promote broader representation, the cabinet includes two Deputy Chief Ministers from different ethnic communities:

Nemcha Kipgen — representing the Kuki community, and the first woman to hold the deputy CM post in Manipur. Losii Dikho — representing the Naga community.

This move is being seen as a strategic step aimed at addressing ethnic concerns and fostering unity in a state long marked by communal fault lines.

Background: Tensions That Led to Direct Rule

Manipur has battled serious ethnic conflict since 2023, involving clashes between the Meitei and Kuki-Zo communities. These disputes — rooted in disagreements over land rights, reservation policies and ethnic identity recognition — triggered violence, displacement and a breakdown in law and order.

Political instability culminated in the resignation of then-Chief Minister N. Biren Singh in February 2025, after which the state assembly failed to form a new government. As a result, the Centre invoked Article 356, imposing President’s Rule.

Hope for Peace and Progress

State leaders, civil society groups and residents have welcomed the return of democratic governance, expressing hope that the elected administration will rebuild trust and work toward lasting peace.

In his first address, Chief Minister Yumnam Khemchand Singh stressed the need for inclusive growth and reconciliation, pledging to engage with all communities to restore confidence and stability.

Political analysts view the new government as a test for democratic resilience in Manipur — with key challenges ahead, including restoring normalcy, reviving economic activity, and healing the divisions that have long affected the state.
